ABOUT THE BOARD
The Butte County Arts & Culture Alliance is an Idaho nonprofit corporation and a 501(c)(3) tax-exempt organization, doing business as (DBA) Butte County Arts. The organization is governed by a volunteer Board of Directors with fiduciary responsibility for governance, financial oversight, and mission stewardship.
Arco City Ballet is a program of Butte County Arts. Cecilia Fisher serves as the program's Executive Artistic Director of Arco City Ballet.
OUR LEADERSHIP
Cecilia Fisher
Founder, President & Treasurer
Cecilia Castillo Fisher is a Peruvian-American Master Teacher of Classical Ballet, accredited educator, and cultural diplomat. As Founder, President, and Treasurer of Butte County Arts, she leads the organization’s strategic vision, financial governance, and artistic programming.
With over four decades dedicated to classical ballet, Mrs. Fisher holds premier industry credentials. She is an American Ballet Theatre® National Training Curriculum Certified Teacher, a National Ballet Examiner for Dance Masters of America, and a member of the UNESCO International Dance Council. She was honored as Global Ambassador of Peruvian Culture in 2024 and received Congressional Recognition for International Cultural Diplomacy in 2025.
Kelley Tate
Director & Vice President
Director and Vice President of the Board, she brings over 20 years of experience as a performing artist, educator, master choreographer, and studio director. With a distinguished career spanning New York, California, and Arizona, including professional experience in Hollywood commercial entertainment, she is the former Owner and CEO of GTPDance. Currently a healthcare professional at Hackensack Meridian Wellness Center, she combines artistic leadership with community health experience to support youth and family programming.
Faviana Garcia
Director & Secretary
Faviana García Fernández is an Industrial and Systems Engineering student at the University of Piura, Peru, and Director and Secretary of the Board of Butte County Arts. She brings experience in organizational leadership, project coordination, academic administration, and data analysis through university and nonprofit initiatives.
As President of the IEEE Student Branch at the University of Piura, she led initiatives focused on education, technology, and community engagement. She was selected as a recipient of the Pacific Alliance Scholarship for an academic exchange at Universidad de los Andes in Chile, strengthening her experience in international collaboration and cultural exchange.
GOVERNANCE PRINCIPLES
The Board is composed of three voting Directors. Officer roles are for governance purposes only. All Directors serve as volunteers without compensation and meet quarterly. The organization maintains a conflict-of-interest policy.
